I have laid before the Marquess of Salisbury

your letter 17631 of the 8th instant relative to

piracies in the West River.

In view of what is stated in the telegram of

the 2nd instant from the officer administering the Government of Hongkong to Her Majesty's Secretary of State for the Colonies, Lord Salisbury would suggest for Mr. Chamberlain's consideration that Major General Gascoigne should be instructed by telegraph

not to propose to the Viceroy of Canton the measures

suggested in the 4th paragraph of the letter from
